Create implementation for Abstract Interface in GTO iterative/gto#46

  • Input: artifact path
  • Output: all details + their text representation

There are two use cases for this:

  1. API - Studio BE calls this API, gets relevant MLEM and DVC representations and parse them
  2. CLI - $ gto describe artifact should print human-readable description of info MLEM could provide

@mike0sv, I can start drafting this on both sides, but let's discuss this briefly first.

Closing it. The fate of GTO enrichments will be decided eventually after dql is developed, but no need to keep this issue - we have the same in GTO repo. Can reopen in case this will be needed.
