feat(ci): pin latest dnslink to cluster

Description

This is a manual job to ensure SW code behidn DNSlink has more providers than just Fleek,
and allows us to switch away from fleek in the future.

Once this is merge it will run once a day + can be triggered manually via
https://github.com/ipfs-shipyard/helia-service-worker-gateway/actions

Notes & open questions

This is based on https://github.com/ipfs/distributions/blob/master/.github/workflows/main.yml, ported bare minimum to get pinning to cluster working + be able to produce CID locally in the future.

Merging, will work on switching to this entirely for inbrowser.link and inbrowser.dev in a follow-up PR.

@aschmahmann as a quick and dirty solution to ensure more providers, you can pin the latest inbrowser.link (fleek) to cluster by opening https://github.com/ipfs-shipyard/helia-service-worker-gateway/actions/workflows/pin-to-cluster.yml and clicking on "Run workflow".

It also happens once a day.
