We are getting errors like

UncaughtThrowError: uncaught throw "domain timo-1a.ee failed with errors ["Legal documents body Parameter value policy error: legalDocument size should be more than 3kB"]"

on domain registrant change when current registrant confirms the change. The validation does not work properly as this error is returned when the file is actually bigger than 3kB

Might be related to #1633
