The changes made in #20911 to support setting shard-group durations on buckets has broken the expectations of InfluDB Cloud. Fix the CLI code so it works against both Cloud and OSS.

@smark88 reported this is still broken when specifying --retention on the CLI against InfluxDB Cloud, reopening.

Fixed by a Cloud-side validation change.
