  • Disable Notification Rule create button until a Notification Endpoint is created
  • Move current empty text to question mark tooltip next to each column's title
  • Remove documentation links until docs exist
  • Change empty text of each column to list its requirements
  • Emphasize Create Check as the first step on the page
