Offshore Installations: category of offshore platform

I recall a proposal done by UKHO (Lombok?) on expanding the allowable encoding values of category of offshore platform.
Substations where also part of the discussion.
Reviewing vs 2.0.0. of DCEG I noticed substations are not included.
Was this deliberate or an omission?
NLHO would be in favor of adding category of offshore platform = 12, transformer substation

An offshore substation collects the power and prepares it for transmission to shore.

@HermanSchouten my understanding is that this proposal led to discussion at NCWG 9 where the UK took the lead on a group of contributors to explore this further considering all aspects of offshore energy/infrastructure. This will be discussed again at NCWG10 and perhaps the Netherlands would be able to join this sub group?

On this specific proposal given some of the existing values of CATOFP this seems logical and as its an addition a FC change would allow it.
