[Bug]: Attaching Lightsail Certificate to Lightsail Distribution does not work

Expected Behavior

I'm trying to create Lightsail Distribution and a certificate that is attached to the distribution using terraform.

Actual Behavior

Distribution and certificate are being created, but cert isn't attached:

The only option is to attach it manually from the AWS Console.

Steps to Reproduce

1. Terraform apply to create cert and distribution using the config above.
2. Check AWS Console - certificate is not attached to the distribution.
3. Rerun terraform apply - cert is not being attached despite being shown in the plan.

Running terraform apply repeatedly also shows that it wasn't attached, yet, despite the successful apply command, the cert isn't attached:

I just tried to use awscc_lightsail_distribution from awscc provider instead and it worked as expected - the cert was attached.
