Terraform CLI and Terraform AWS Provider Version

Terraform AWS Provider v3.64.0.

Affected Resource(s)

• aws_flow_log

Flowlog settings an immutable, and this if they are changed, the flowlogs needs to be deleted and re-created. Currently if you change the hourly setting from true to false, terraform just tries to change the setting in place without re-creating the flowlog. It doesn’t return an error, but the next plan will show that the change is needed again.
