Test building the docs on every pull request

Description

We had an issue with the HyperFormula 2.7.1 release with Node 22, which was caused by the npm bug. The publish-docs script failed to build the documentation and therefore, the new version of the docs couldn't be deployed.

To prepare better for such scenarios in the future, we need to create a GH workflow that verifies the documentation build on every pull request to make sure the docs can be deployed after each release.
