Remove unnecessary -Wno-parentheses from copts (part 2)

This is a follow up commit to my previous commit [1], which aimed to
remove unnecessary "-Wno-parentheses" option from copts, as otherwise
msvc build fails with unsupported options (#948).

Apparently mozc_data.bzl still contains the option in question.
Let's remove it as well.
