We've made a handful of changes since the last release:

 * We are based on a more recent OpenOCD master.
 * 64-bit physical addresses are supported.
 * One GDB instance per hart is supported again.

While it hasn't been long since the last release, these changes are pretty
significant so I thought it'd be best to do an intermediate release here.
