Failure to check for denominator != 1 in Histogram API

This bug also exists in pyd4 and has been replicated here. For any Histogram function that takes a value (i.e. value_count, value_fraction), the value is an i32, when, in user space, the values could possibly be f64s that have been converted to i32s by multiplication with the "denominator".
