In the tbb-0.9.0 branch for functional testing via the Tor browser we added support for observing running tests via VNC, which is extremely helpful for debugging. See #3817.

As part of incrementally merging the key changes in this branch, let's port this specific functionality to work with the existing functional tests in develop.
