Once we have support for Xenial staging VMs (#3278) we should support installation on these VMs. This breaks down into the following sub-tasks:

Error-free clean install against Xenial VMs
All config tests pass against Xenial VMs

We must ensure that there are no side-effects for the Trusty install flow.
