...due to git saying there are no changes to commit. Maybe we should allow for empty commits to the deploy app repository, since e.g. this is how the user could retrigger a new Radix build (through webhoooks). Another use case would be the blob storage files upload step failing, requiring a rerun of the deploy workflow.
