Hubctl interprets CLI as MSI authoriser. Instead, if user has been configured CLI and successfully made az login before calling hubctl deploy then hub should respect that.

Observations: hubctl tries to get authoriser from Azure environment before falling back to MSI... adding CLI authoriser to the chain
