The search POST body (to https://mozilla.modular.im/_matrix/client/v3/search) looks like:

{"search_categories":{"room_events":{"search_term":"flag_check","filter":{"limit":10,"rooms":["!lrZtdjyLpBmoKbMdyx:mozilla.org"]},"order_by":"recent","event_context":{"before_limit":1,"after_limit":1,"include_profile":true}}}}

And the response contains 3 messages, none of which is the one mentioned in the OP... so perhaps, if the request is correct, this issue is with the homeserver / POST implementation rather than element-web? I don't know enough about where the different components live to be sure... sorry if this is in the wrong place!

Yes search is server-side so this would be an issue with the homeserver and/or instance config. I unfortunately have no ability to transfer the issue to https://github.com/element-hq/synapse/ so you'd need to re-create it there.
