... or at least, we should put big flashing warnings in your face that you are going to either create a new defective device (element-hq/element-web#27655), or be prompted for the recovery key anyway (#2711)

(We should also warn users that they have a defective device, independently of whether a verification is taking place: now fixed in EW; still something of an issue in Classic EA and EI)
