After release 3.13.0 today, I would like to start the development of version 4.0.

I would like to remove:
cf-benchmark and
cf-benchmark-observe

FMPOV they are obsolete. Use the cf-extplugtest-client and cf-extplugtest-server instead.

I consider to remove the HANDSHAKE_MODE_PROBE. That was introduced to check, if the connectivity works, but the dtls session on the other side has gone.
My experience since this introduction is, that it occurs pretty rare, so I prefer to remove it and simplify the dtls implementation a little.
