[wasm][globalization][icu] Prepare basis for HybridGlobalization

• Prepare icudt_wasm.dat and corresponding sharded datafiles without collations/standard: Reduced ICU files for HybridGlobalization icu#300
• Enable setting HybridGlobalization https://github.com/dotnet/runtime/compare/main...ilonatommy:runtime:hybrid-globalization-79992?expand=1
• Write WBT checking if the new file got loaded instead of the old one

Close the issue once change on ICU repo will get merged.
