Is it possible to implement this boot9strap 1.4 feature into fastboot3ds, let alone from scratch? This would be a useful feature to quickly check if Luma3DS is corrupt or missing in both the NAND & the SD card.

fastboot3DS works differently, and you can have any configuration you want, including only from NAND or only from the SD card. Because of this, I'm not sure how exactly you're envisioning it would work

If you really want this, just fork it
(Fork the fastboot3ds firm and make your own release that has this)
