Remove Chrome extension 'missing' or 'disconnect' errors from within Cypress

After the work is completed from fixing this issue: #28392, Chrome will no longer require the extension for the Cypress App to function. We should not block people when the extension is missing or disconnected from within Chrome.

We still do need this view to handle these errors in Firefox.
