Debug 1.1 - Show "New" sidebar badge for Debug page as a "dot" when sidebar collapsed

Current behavior

When the "New" badge is shown for the Debug page in the sidebar in the collapsed state, the badge overflows outside of the sidebar. The large badge and the green color also distract the user when they are trying to run tests in the test runner.

Desired behavior

Change the UI for the "New" badge to be a "dot" when the sidebar is collapsed. The dot should be green on all pages except for the test runner route, where it should be grey.

NOTE The Figma designs currently show a grey "New" badge spelled out. This state is not possible and will be remove from the designs.
