conan install --deployer-package
Is it possible to deploy all packages except one
conan install ... --deployer-package=* --deployer-package=!pkg1/*

Yes, just checked it, internally it does:
if deploy_package: # Similar processing as BuildMode class excluded = [p[1:] for p in deploy_package if p[0] in ["!", "~"]] included = [p for p in deploy_package if p[0] not in ["!", "~"]]
It seems the ~ syntax is preferred, as it is less problematic in terminal syntax escaping.
