New releases of remark-cli 3 and remark-lint 6 do not work.

Update: the bear itself doesn't try empty the files anymore which is a plus. However, we will need to update the default configuration options to reflect the changes in https://github.com/wooorm/remark-lint/releases/tag/6.0.0 . It looks like we just need to make the changes outlined there. I'll be taking off the upsteam label as I believe this is an intentional change by upstream.

We may be able to support old and new versions, by making the use of remark-lint options, ala #1581
