Validation and rate measuremetns on the skim producers were carried out by Alexis @alkaloge based on 7_5_0_preX

• fw port of 9897; superseeds 9868 which can be closed
• rationalization of the skim matrix, intended to pass to T0 the PD => "skims to run" correspondence,

• issues found when running tests that include ALCA producers and runUnscheduled
  (same tests as PR 9897)
• in scheduled mode w/o miniAOD, all tests of above pass
  Will report more details in an email tomorrow morning

and only pertains unscheduled running.

All skims in the matrix are otherwise ok in CMSSW_7_5_X , all locally tested with ALCA producers.
