Exclude neutrinos from heavy-ion genJets in miniAOD

The collection eventually packed into the miniAOD collection slimmedGenJets is being produced from the full list of final state genParticles, including neutrinos.
This PR excludes the neutrinos from genJet reclustering, which should be the default behavior.

Tested on workflow 161.

Not clear whether a backport makes sense as MC production is already underway in older releases.
