Payload Inspector target DB set to prod

Only affects code used by the Condition Web Browser.
The target DB is set to cms_orcon_adg.
In addition:

• Added SiStrip Payload Inspector plots.
• Deleted v1 payload inspector functions.
• Deleted old LCG-POOL-related tools
