removed unused SiStripMonitorMuonHLT

[Dr15Jones]

The module SiStripMonitorMuonHLT is not used in any CMSSW workflows
and needs to read data of type LazyGetter<> which is has not been
made by any modules in a long time. The LazyGetter<> class is going
away becuase it is not thread-safe.
