APE tool implemented into the release
TrackerTreeGenerator (necessary for the APE tool, but might also used for other purposes) included in Alignment/TrackerAlignment
Fixes for ApeSettingAlgorithm in CommonAlignmentAlgorithm and AlignmentProducer in CommonAlignmentProducer
