HCal Payload Producer for 2023 Scenario Review

HCal payload size produced for 2023 D11 scenario is much bigger then it used to be.

When an HcalGeometry record is requested from CaloSubdetectorGeometry ESHandle:
http://cmslxr.fnal.gov/source/CondTools/Geometry/plugins/PCaloGeometryBuilder.cc#0070
it contains both HCal and HGCal (as HcalEndcap - the DetId interpretation in the event display)

ECal endcap is also present (though should not):

and ECal barrel is not disabled (though should be):

Can be due to upgrade2023 GT miss-configuration?
