Generate Policyfiles instead of Berksfiles in new cookbooks #555

  • Update Policyfile template so it can be setup to work out of the box
  • Comment-out berksfile generation in the cookbook generator recipe (this allows end users to generate a generator and uncomment the berksfile part if they want)
  • Generate a Policyfile.rb in the cookbook generator
  • Use the policyfile provisioner in the generated kitchen YAML.

Generate cookbooks w/ working policyfiles instead of berks

* allow generator to control content of policyfiles, so it can make
  policyfiles that `chef install` OOTB
* make `chef generate cookbook` create a Policyfile.rb
* comment out berks (leave it there to help users who want to switch
  back)
