Debian Service Support #36

Debian service support doesn't work the way it should. Don't know if it's a problem with the init files, or something else. The correct parameters are being passed to the Puppet service resource, but enabling, starting, restart on notification do not occur the way they should.

Running acceptance tests on the debian nodesets will show the errors that occur. I am ignoring these failures until i have time to research these platform specific issues.

I think this is due to my not having correctly configured init scripts.

This works on Debian 8+, since it uses systemctl.
