The new -c command-line option to specify changes on the command line

(#49) This is a new feature that adds to what release can do, and existing features are stable. Instead of the interactive prompt to get the Changes entry, you can specify it on the command line:

release ... -c "Added this feature"

And even multiline:

release ... -c "* Added this feature
* Added this other feature
* Here's another one
"

This string is treated the same as the one from the interactive prompt.

This allows me to easily specify the changes for modules such as Business::ISBN::Data where the changes are simple:

release -c "data update for 2025-02-21"
