Feature request: Ctrl+Shift+PgUp/PgDown hotkeys to reorder tabs

Yes, though I very well could have missed something, I had a hard time coming up with a decent search term. I apologize if that's the case.

Describe the issue you encountered:

While Ctrl+PgUp/PgDown changes the active tab, the traditional Ctrl+Shift+PgUp/PgDown hotkeys to reorder the tabs does not. I use this hotkey pretty often, so it would be great if it were supported too.

Expected behavior:

Ctrl+Shift+PgUp/PgDown reorders the current tab.

• Platform (Win7, 8, 10? macOS? Linux distro?): Arch Linux

• Brave Version (revision SHA): 0.12.15

• Steps to reproduce:

  1. Open more than one tab
  2. Press Ctrl+Shift+PgUp/PgDown
