Describe the issue you encountered: Language setting cannot be updated

Expected behavior:

Platform (Win7, 8, 10? macOS? Linux distro?): Windows 10
Brave Version: 0.11.0
Steps to reproduce:
1. Change language to other than English
2. Restart and open the browser console
3. navigator.language -> "en"

It could depend on session info or something like that, as this error is not reproducible on another PC.

I cannot reproduce the error consistenly, so closing. Will reopen if I find a better STR.
