Adds an ops file to add scrape config for the bosh directors metrics server.
The server needs to be enabled via the following spec: https://github.com/cloudfoundry/bosh/blob/8b2baa8435342f5eb00d334991eab4addf72a5df/jobs/director/spec#L248
or if bosh-deployment is used by the use of the following ops file https://github.com/cloudfoundry/bosh-deployment/blob/master/experimental/enable-metrics.yml
