StarterPack with Identity Authentication

Setup Authentication to include Profile
Setup Admin Side to Create Roles and Add Users to Roles
Setup Admin to View Registered users, and update their information and Roles.

Docker project

Builds SQL server instance in container
Runs EF migrations and gets DB status setup on build
Build StarterPack Project files and generate output from webpack
Change folder structure to be consistent with JavaScriptServices
