Describe the task
Move wps_shared tests into the wps_shared package, most of them currently live in wps/app/tests.

Acceptance Criteria

  • Tests of code in the wps_shared package live in the wps_shared package
  • Tests are run via our CI/CD pipeline
  • Test coverage is reported via CodeCov
