[License] Remove the "WIP" label of the DISCLAIMER file

The parent issue is: #3422

We have sorted out all the third-party dependencies of the project (refer to about 17 sub-issues from #3431 to #3849 in the parent issue list), made a second check (refer to issue #3864), and have confirmed that the current project does not contain dependency packages that do not meet the Apache specification, and we have documented operational guidelines for subsequent third-party dependency package checks (refer to issue #3965), to continue to maintain this part.

At present, this issue mainly removes the "WIP" tag of the DISCLAIMER file.
