Unify Hover States for Primary and Secondary Buttons

Currently, there are three types of buttons:

Primary (Solid Red) – Used for CTA actions like "Deploy."
Secondary (Red Outline with Faded Red Background) – Used for secondary actions.
Tertiary (Subtle Gray) – Used for less prominent actions.

The hover states for primary and secondary buttons are inconsistent. This issue aims to fix that and to unify experience.

Currently there is noo hover state for this CTA:

Expected behaviour:
Primary Button (Solid Red): Slightly darker red on hover.
Secondary Button (Red Outline with Faded Red Background): Increase red opacity and darken border.
