Issue Overview

(Specific to mobile devices)

To reproduce, create a column and put the focus within a column.

The toolbar displays but only displays the width of the column.

The toolbar should not be constrained to column width.

As of Gutenberg 5.3 (and possibly before), this is no longer an issue.
