Reusable Blocks: Hide 'Reusable Block' from most frequently used blocks inserter #3793

A button for inserting a 'Reusable Block' is shown in the frequently used blocks inserter:

Clicking on it inserts an invalid block.

Ideally, each individual Reusable Block should be treated as a seperate item to appear in the frequently used blocks inserter. For example, a reusable block named 'About my dog ' would appear if it is a Reusable Block that is inserted a lot.
