Pull in c++ particle filter

C++ particle filter is capable of completing the course in the simulator now.

Remove unneeded code and clean up everything you pushed. I'll leave a list of notes below

• You seem to have merged the 2023 repo into this branch, i.e. the scr_core package which no longer exists as it has been replaced. A full list is: scr_core, scr_configuration, scr_logging. Please remove these.
• autonav_ws/src/scr_controller/core.cpp changes are not needed and will conflict with main.
• autonav_ws/src/scr/include/scr/states.hpp changed are not needed and will conflict with main (the problem you were running into has been fixed).
• autonav_ws/src/autonav_vision/src/expandify.cpp changes are not needed and not relevant to your branch.
• autonav_ws/src/scr/src/node.cpp changes are not needed.
• You should leave autonav_ws/src/autonav_filters/src/filters.py alone for backup purposes. Additionally the changes to this file are not needed.
