Our current dependencies block a build for pythin-3.11.x mainly because of

The reported errors are:
Encountered problems while solving:

  • package matplotlib-3.3.2-0 requires matplotlib-base >=3.3.2,<3.3.3.0a0, but none of the providers can be installed
  • package pyqt-5.6.0-py27_0 requires qt 5.6.*, but none of the providers can be installed

we have to pin pyqt to >=5.15.8. With a normal upgrade we won't get to a newer version
