inactivate unused operations after some time

Past projects should be moved to an inactivated layer when they are 30 days not used.
Last user sets the counter to 0 days back.
The admin of the project can activate it again. Only when it is in activated state it is visible to other users.
This keeps the list of projects for all users in a clean state.
