mail_quoted_reply: Pressing enter on an empty line causes the cursor to jump to the end of the mail trail

Describe the bug

When replying to an email or note from the chatter that contains an email trail, if you press ENTER on an empty line, it does not create a new line but instead the cursor jumps to the end of the mail trail.

To Reproduce

Affected versions: Odoo 13, mail_quote_reply 13.0.1.0.0

Steps to reproduce the behavior:

1. Open a Sale Order that contains an email or note.
2. Click Reply
3. On the Compose Email form, position the cursor at the top before the trail.
4. Press ENTER.

Expected behavior
I expected a new line to be created before the trail.
