Bugzilla #1300

Details from NCO in bugzilla:

GFS wave_post job failed on WCOSS2 when reading partial input files from forecast jobs. Since there is no log file 
that indicates the completion of file writing, wave_post started when the files were still being updated, used the 
incomplete files, and caused the failure. 

The temporary fix can be adding "sleep XX" when checking the file availability. However, this is not guaranteed to 
always work. 

Please provide a long term solution in the next upgrade.

This is related to WW3 issue: NOAA-EMC/WW3#921 for v17 fix. Plan is to work on this in the next 2 weeks, however it will take a while to get merged as it requires a WW3 & ufs-weather-model update.
