Description
JGFS_ATMOS_GEMPAK_PGRB2_SPEC is currently doing stuff that is better suited to ex-scripts.

Requirements
The do-stuff lines should be pushed down to the ex-level, possibly pushing scripts already there down another level as well.

Acceptance Criteria (Definition of Done)
A clean j-job and updated child scripts that produce identical output to the current ones.

After re-evaluation, there doesn't seem to be any inappropriate j-job stuff here after all.
