Update the upp submodule for GFSv17 and GEFSv13

The UPP repository have completed several commits:

• Add ICEG and ICEGTMP as GFS v17 ATMOS products
• Add ICEG as GEFS v13 ATMOS products
• Clean out GFS post-processing workflow scripts from the UPP repository
• Separate all global aerosol variables from GEFS v13 products

The upp submodule needs an upgrade to incorporate above changes in inline post for both GFS v17 and GEFS v13.

Testing:

1. Have you tested the code changes? On what platforms? Yes, the UPP RTs have been conducted on WCOSS2, Hera, Orion and Hercules.
2. Have you run regression test in ufs-weather-model or ufs-s2s-model with code changes?- Will the baseline results change?

• Yes, the ufs-wearther-model RTs will have baseline changes in the following tests due to inline post generating new variables in grib2 data files:
• cpld_control_gefs intel
• cpld_restart_gefs intel
